It’s f’ing brutal out there. I’d add a couple things too.

BS a network if you don’t have one with google/linkedin/FB…

Do some espionage (anonymous phone calls, whatever it takes) and get a real contact at the company. Skip HR if you can.

Paste a text version of your resume at the bottom of every email to HR so the person doesn’t have to open your attachment.

This article has some more unconventional job hunt tactics because with everyone desperate the old “please look at the attached resume” just isn’t cutting it.
